iCloud and Mail account grayed out in settings??

trying to setup iCloud on a one of my 3GS phones and with 1 phone I was able to setup iCloud without issues. The other phone has iCloud and Mail settings grayed out, simply can't select them.

Now I do have active email accounts established, just can't edit them.

Any suggestions???

FWIW The phone that everything is working my Apple ID is a @mac.com account and the other phone is using a @gmail.com Apple ID, which does allow you access to iCloud via the web.

turn off all your restrictions and see if that helps
