iCloud and Windows 8.1 - no photo sync

Been trying to get it work for days.. Done this and that, but...

Photostream/photo sync doesnt sync with my win8.1 at all. When i sign in iCloud (web), i only see photos from my air2 (so it seems to work between air2 and icloud). There is no pics from my pc. When using iCloud on my pc, there are no pics from iCloud/air2 either. So it doesnt work between icloud and pc.

I have tried to change the photo folder, checked/uncheck syncing, changed folders permissions, uninstalled/installed iCloud...

Has anyone got iCloud to work with win8.1?

iCloud and win8.1 - no photo sync

now it is miraculously working on this way: i see photos from my ipad on my laptop (althought i havent changed anything), but i dont see photos from my laptop in icloud (web) or ipad.

well, how nice... it isnt working at all again. now those pics have again disappeared from my laptop. There should be 101 pics, but i see only 5 of them on my laptop, although iCould says that there is:
backups 422mb
photo library 178mb (101 photos and 0 videos stored in iCloud)

(and again i havent changed anything)
