After all these months, the "iCloud backup failed" notification won't go away. My only options are to buy one of the 3 iCloud monthly storage options. The option that said "not now" is no longer available. Anything I can do? I have no use for iCloud storage, but if I have to pay .99 per month to get rid of the notification I will.
 
Everyone with an Apple ID gets 5GB of free iCloud storage which isn't enough space to back up a modern iPhone full of stuff.
If you want to back up to iCloud, pay the $0.99/month for 50GB of space. There's no other option if you want to backup to iCloud. And having 50GB of storage is handy for a lot of other things besides backups.
 
Cloud storage is so ridiculously cheap these days that I don’t know why it even requires a second thought.
 
Turn off iCloud backup - if it is failing and you don't want to buy more just turn if off and then it won't try and give you messages.

5 GB is more than enough for me - it depends upon settings as well as quantity of stuff
