Hi
if I backup two ios device on the same icloud accuont, is it possiable to prevent the sync of the
contacts between the two iDevices?
but keep the two different backups?

I think the contact backups are tied to your Apple ID and not to the individual backups. You could turn off your iCloud contacts and store the contact info locally on each device separately.

but if i will restore from backup (with turned off icloud contacts) my separated contacts will transported to my iphone?
 
Once you log into iCloud when you boot up the phone, your contacts appear. Well before a restore.
