icloud.com notes issue

I have about 100+ notes in the notes app. I have not had any issues with the icloud.com notes nor the apps (iOS and macOS), but in the past few days (perhaps a week or two) my notes are either not syncing, or it takes forever to sync, or the best part, when deleted on icloud.com notes app, they show up minutes later. Is this me, or is this more of a wide spread issue?

Having exactly the same issue. I have about 400 notes. I was moving from Evernote to Apple Notes because (in IOS12) everything was immediate and reliable. Now ...? I hope there is a fix in the wind.
I have also noticed that saving pdfs from safari is a bit flacky.
