iCloud iCloud.com Server Side Rules not Working

I haven't had any trouble making server-side rules in iCloud until the recent iCloud.comupdate. I have over a hundred rules and now I added a new one and it is not triggering. I even moved it to the beginning of the list. Anyone else having this issue?

I believe I figured it out. Here is what I learned:

1. Reply-to addresses might be considered "From" addresses in rules if if they are different from the Senders address.
2. Other rules may conflict with the rules you are creating.
3. Rules can take several minutes to take effect.
