Are iCloud contacts device specific or are all the contacts combined from all the associated bevies?

All my devices have some of the same, some different contacts and Those contacts that have been updated don’t seem to be updated on all devices.
 
I've noticed this as well. I just combined my work and personal phone together. Redid all of my contacts, yet on my MacBook only my original contacts are showing?

WAG, might be seeing contacts that are classified as "On my iPhone". Eg. had tied in an old account of some type to the device, decided to turn off said account, got the option of "Keep on iPhone" or "Delete Contacts", tapped Keep, now only on iPhone and won't sync via Cloud.

Similar on Mac, just that some Contacts would be "On My Mac". But on Mac, easy to fix in that can select the "On My Mac" contacts and drag to iCloud group/category.
