iCloud Deleted Songs Reappearing

So earlier today I deleted around 200 sounds from iTunes on my mac. It clearly asked if I wanted to delete them from my iCloud music library, as these songs I don't have downloaded on my mac to begin with. Fast forward two hours later and the 200 songs I deleted are all listed in my music in iTunes.

I begin to wonder if Apple doesn't keep multiple 'master' lists, and fails to reconcile them often enough.
You may have to get lucky.
