When I go into iCloud.com settings, I see a list of devices. Some of them are old devices that I no longer even have. How do I get rid of them?

It should only be listing devices that have iOS 8 or Yosemite on them. You upgraded them and got rid of them? That seems like a pretty recent upgrade to get rid of them. Did you remove your iCloud account from them and wipe them before getting rid of them?

I was on IOS 8 beta for some of my devices

I disabled find my phone when I got rid of them. Then wiped the device (erase all content & settings).
 
Unfortunately, this is only for find my iPhone. It doesn't work for the settings page for iCloud.

This section at the bottom of that page seems to describe what you are after.

And if the one who has the phone now allready set up the phone, will it erase all that content as well?!
