My wife loves updating her budget and spreadsheets on her Mac, but I'd like her to have it on the go with her iPhone 4 and new iPad. Anyway to work all 3 devices together with an excel file.

iCloud is on her phone and iPad, but not her Mac. Seeing if there is an update or something for the mac.
 
You need to be running Lion to use iCloud on the mac. Snow Leopard does not support this
 
I realize that, but the functionality of Lion is lost on the old Macbook, thus why i was wondering if there way a way (maybe not thru iCloud) that I can achieve document sharing.
 
You could use Google Docs to host the files. From there, the spreadsheets can be edited on the Mac via the web interface (decent) or by accessing them via the free Insync app ( https://www.insynchq.com/ , works a lot like Dropbox) with Excel.

The files can be edited on the iOS devices using the web interface (not so great) or an app that can access Google Docs (such as Office2 or Documents To Go - Premium).
 
I do not think you will be happy with the Sync Support between Mac's and iOS devices until Mountain Lion is released for the Mac this summer. For me I will not mess with it until then even though I am on Lion. If I were you and the fact you will not be able to upgrade your Mac I think you should be looking for other options like Dropbox.
