icloud doesn't back up video from camera roll

my daughter deleted a video off of my phone and just a few mins ago. I did a restore and all my photos came back but the video didn't. Isn't icloud suppose to back up video since it's in the camera roll?

No, PhotoStream will only keep photos, not videos. You have to upload videos to iPhoto or to your computer manually.
