I just tested both beta.iCloud.com and iCloud.com. Both were working fine for me..

something did change.. i went to icloud.com and noticed that the notes section is no longer in the email part of icloud anymore.. are the getting ready to release the "New" iCloud?

Mail not working here (and my system clock is wrong - set from Apple automatically).
