Ok, I'm afraid I'm late to the game working out a proper Photos Library backup with iCloud Drive and have a question. Using 10.13.5 and have an external hard drive with my photo library (170GB). Up till this point, I've simply dragged the Photos library into the iCloud Drive folder (time consuming). I now notice a small grey printing next to the iCloud folder that says "Ineligible" and I'm not sure what that means. Using "iCloud Photo Library" scares the bejesus out of me as I want the files "local" on my external. It doesn't appear Time Machine will help with this.

I understand there is a setting for iCloud Photo Library that puts a local copy on but my pics are already on my external and I don't really feel like uploading then downloading.

Better solutions? Tx. Any help would be appreciated.
