iPad Icloud Drive Changes?

Apple finally made icloud drive useful on PC with the ability of selective sync on folders.
Does ios13 offer the same ability?
Can you now offload downloaded files from icloud drive on ios with out reinstalling files app?

Yep. You can also "pin" files and folders in iOS Files too for those that you never want the OS to offload to the cloud.
