I didn't know it is possible, I thought that that iCloud Drive will just mirror 1:1 with iCloud Drive file, but it is possible to have files only in the iCloud Drive but not on Mac. It happened to most of my files above 4 MBs approximately (maybe less).
So it is possible to unclutter your 128 GB drive with iCloud Plan. However, I can't control it. I can't just decide like in OneDrive to "make this file online only" or something like that. But it's nice that Apple is going the right way.
I think this is the way it should work, I want to have access to all my files but not necessarily as fast as possible by eating up all storage. Now with iCloud Drive I can actually offload my drive and still download these files whenever I need them (and have Internet connection).
