Will some kind soul explain to me, if I have signed INTO iCloud on my iPad Pro (10.5”) w iOS 11, and do not backup to iCloud, why do I have to enable iCloud Drive, to get syncing in such apps as 1Password?

With no backups only passwords to iCloud, why is enabling iCloud Drive necessary at all?
 
Maybe I am missing your point, but I don't think that backup is the reason for your need to sign in. Syncing in iCloud keeps apps, i.e. 1Password synced on more than one IOS device. On my iPhone iCloud keeps changes made synched with my iPad Pro and vice versa.
