I chose to start anew with Ventura and completely cleanly installed the new macOS onto freshly-formatted SSDs on two separate machines.

Settings on both include Desktop/Documents folders syncing to iCloud Drive. "Optimize Mac Storage" is off.

Despite this, I continue to see the "not downloaded" icon for both the Desktop and Documents folders as in the below screenshot.

This persists despite right-click -> "Download Now."

When opening the Documents folders, all subfolders show the whole cloud icon (as they are downloaded).

Am I missing something? The contents are all downloaded locally.

It's been the same for me for a long time. I just quit caring.
Same for me. However one time I needed one of those files really badly. Lol. Took about 15 mins before iCloud decided to download the tiny text file. Heh. Thankfully only a few files like this. I do hope that improves in the future.

But... multiple machines, pre and post Ventura, with and without fresh installs and redownloaded files?

I don't know what to tell you except you except it's hung up on a file somewhere in the bunch. More than likely, all of your data is synced in the cloud but run a TM backup just in case. When you turn off iCloud Drive, it shall download an offline copy in your Users folder.

I had to do this once between my machines and it hasn't skipped a beat since before and after upgrade to Ventura.

I have had this problem consistently since Monterey but only on one machine. Turning iCloud Drive on and off, signing in and out of iCloud, etc. doesn't fix it -- the problem keeps popping up. Currently my desktop and documents folder aren't downloading, and even more frustrating is that if I turn off the documents and desktop folders, the local documents folder that gets created is corrupt, saying I have "unknown access". I think I my have to resort to a wipe and fresh install at this point.

I am having the same problem, I guess this is a confirmed bug since there are many that can replicate the bug. already reported to apple.

All of a sudden, same problem on my MBP. Troubleshooting and can't get it to work. Worked for 2 years on this machine, suddenly nothing is downloaded.

Still having this issue. If I sign out and back into iCloud Drive, it gets resolved temporarily until I upload a random file to the documents or desktop folders and then it comes back. Extremely frustrating!

I got mine working again, but don’t remember what I did. I know that’s not helpful. I turned iCloud on and off at least a couple of times, I think until it starting working again…along with restarting the machine.
