My iCloud Drive says there is no space after turning it off and on on Photos from my Macbook. It doesnt realize the whole library is already on the iCloud. What can i do to make it realize? Do i have to delete everything from the icloud and start over?

Probably easier, is delete the whole library from your MacBook then let it re-download from cloud. Normally, downloads are faster than uploads on most broadband connections.

Backup data first. I've seen in forums where deleting from the local computer also deletes from the Drive online if you are truly using it in the "Drive" mode.
