iCloud Drive uploading at less than a snail's pace

I turned on the new Documents & Desktop feature and it started uploading. The thing is it's slow to the point of being practically stopped. It's uploaded ~100 files in the last 12 hours (out of ~6000). I have 75/10 internet from Comcast there's no way upload speed is the limit here. Something is messed up in iCloud Drive and rebooting or shutting down/restarting my network connection didn't fix it. What's happening here and how can I fix it?

Just for reference even at 100% speed 100% of the time it would take almost 24 hours to upload 100GB of data.

True, but I said "100 files" not "100 GB." It's more like 100 MB. Total upload size is about 8 GB.
