iCloud Family Sharing was added on iOS 8.
From what I can gather, it hasn't changed at all on iOS 9 and iOS 10.

Some of the glaring issues.
- Central billing: Organizer should be able to manage every member's storage plan in one interface.
- Shared storage: Better yet, an option to share storage with other family members.
- Data deduplication: Any documents, photos, or video duplicated within individual account as well as other members should be deduplicated and not count toward storage used.
- Shared iCloud Photo Library: Most kids probably don't want to share iCloud Photo Library (not shared albums) with other family members. But many spouses would. Offer a choice.
- Shared iCloud Drive folders: I should be able to share certain iCloud folders and/or files.
- HomeKit: Yes, you can invite family members to share HomeKit devices. But invited members cannot control HomeKit device directly. Instead, all interactions go through the hub (Apple TV or iPad) and thus really slow (turning off the light bulb can sometimes take nearly 10 seconds).
- Shared Keychain: I should be able to share certain keychain passwords with family members.
