I feel stupid for asking this so I was on the basic plan and now I'm out of space again.. I'm just a little confused if it's backed up to the cloud the photos or videos are still on my phone so how does it save me any space on my phone?

Backing up doesn’t save space on the phone.
But switching stuff over to iCloud does. Specifically icloud photos.

Do you have Optimize iPhone Storage toggled on in your iCloud > Photos settings? If you Download and Keep Originals, then that takes up more space on your phone. See the attached screenshot.
