Ok when I got my phone back from best buy and login to my iCloud account I notice that I don't have all my pics that I back up. How could I get the rest of the pics back?

You have to restore from the backup when you are setting up the phone again. If you didn't do that the first time through you will need to reset back to factory and run through the setup again.
I did that and only A few of my pics are there. The funny thing about it now is that I plug the phone to iTunes and it said that the SIM card was missing. I'm very confuse now and this is a refurbish phone that I got from apple when I took my original to get my screen fix.
I would take it back to the store to see if they could help you get everything setup right. My first thought is that everything wasn't backed up right before you sent off the old phone, but having some of your pictures there would suggest maybe not. Perhaps something got interrupted when you did the restore.
I have reset my iPhone twice already and I still got the same pics. But when I updated my iPod with the iOS 6 all my pics were on my iPod. That's weird how could it appear on the iPod but not the iPhone.
