So I can better understand and explain to friends and family who're also curious:
a) iCloud backup is just like iTunes backup, except that it doesn't require you to plug your iOS device into a computer;
b) Syncing data such as game saves/progress requires that the app specifically support that functionality. If it doesn't, the method of sync/restore is irrelevant. An example of this is Angry Birds. If I have 3 stars on just about every level on my iPhone, on my iPad that progress will not copy over even when restoring from the iPhone backup (until Rovio changes the app).
Is this correct?
