I get a pop up notification quite often that says:

"Approve this mac from another device to use iCloud Keychain"

However all iCloud accounts have been logged out of on the macbook. I cannot get this to go away. Should I be concerned? Why do I keep getting the popup message?

I get the same thing. I use 1Password for everything Keychain supposedly does so I click "quit", "ignore" or whatever it says everytime it comes up. It's annoying.

I found it a little glitchy when I was setting up initially, but here's what I got from trial and error.

If you're not using Keychain, you need to disable it by removing the check mark in "System Preferences\iCloud\Keychain"

If you are using it, you need to enter an iCloud SMS contact number in the Keychain options of the same menu, which will be used to confirm it's your account

...if that makes any sense.
