Anyone had issues with icloud keychain not syncing wifi networks properly in El Capitan?

For example, I connect to a new wifi network on my iPhone 6S+ in theory my Mac should now recognise this network and be able to connect to it without entering a password correct?

I can see the new "AirPort" entry added to the iCloud keychain on the Mac however however the Mac doesn't seem to use it.

Vice versa if I add a wifi network on my Mac my iPhone does not recognise it and asks for a password when I try connect to it.

Interestingly enough if I join said wifi network on both the phone or Mac (having to type the password on both) then forget the network on one device, e.g. the Mac, the phone forgets the network too.

So it seems sync is working in a sense that it removes the keychain entry but doesn't seem to recognise the newly added keychain entry...

I reverted back to Yosemite, clean install, and keychain syncing is working as intended, for wifi networks.

I noticed that when keychain sync'd the wifi networks from my iPhone the name would list as "AirPort" instead of the SSID and the kind was "application password" instead of "AirPort network password".

Wonder if its a bug in El Capitan..

I'm having syncing problem and I was hoping upgrading to El Capitan would solve the problem. :\
