I have both an iPhone and iPad. I notice that when I turn on my iCloud Keychain on my iPhone that it disables it on my iPad and vice versa. All the devices are using the same Apple ID. Is there anyway to have it working on all my devices or is it limited to only one device?

Turn off iCloud keychain on everything. Then turn on one-by-one. Probably Mac first, then one of the iDevices, then other.
Also, forgot what it's called, the secondary passcode for iCloud keychain: could it be that you have one device setup without the value while the other has one (or miss-matching)?
