I have made an icloud alias but am not getting any notification for that alias on any device. I have to manually refresh all folders within that alias.

Anyone know if I can get notified or is it a bug/feature of an alias?

What type of notificaiton are you looking for? On which device(s)? What versions of OS on them? What mail clients are you using? Do you have a rule set up on icloud.com, that emails to that alias go to a specific folder? If that folder is not the inbox, you won't get notifications on iOS devices, and need to configure a rule in OS X Mail to get a notification for a sub folder. Need more info.

Looking for a banner notification on iPhone 4s and iPad Air.

Using apple's email client.

I have a rule set up from icloud web application that any messages sent to my alias email goes to a folder.

What rule would I have to write to get a notification on osx

Sounds like it I won't be getting any notifications then.

I took a look at this, and from Mail in OS X, you can do something like this:
- if "To" is your email address@icloud.com, then send notification. That's in the menu in Mavericks (I'm on 10.9.2). You can also have the icon bounce in the dock, or change the color of the message. Unfortunately, unless you move the message back to the inbox, you won't get notified on iOS.
