I am an Apple Music subscriber, and run with iCloud Music library turned on. I have had this happen before, it has popped up again -- after working fine as late as this morning, today I added a new ripped CD into iTunes, created 3 playlists out of it, saw it uploaded to iCloud. Saw it on my iPhone 8 fine. But on my iPad Pro 10.5, no playlist - even after a hard reset and several hours. So I made the mistake of turning iCloud Music library off and on again, as Googling recommended that. Now, For several hours and many times, I have gotten the message "iCloud Music Library cannot be enabled".

I have tried everything I can think of:
- hard reset
- log out of iCloud and back in (with liberal restarts)
- turn off Apple Show Music
- plug into iTunes on my Mac and try
- keep just turning it back on after it toggles off after acknowledging the error
- check Apple System Status (fine)

It seems many get this error from time to time, I doubt anyone has some help but just in case, help! :)

I sure wish Apple would fix this!
 
Just did a full reset and restore from iTunes - I'll try later after all the app have downloaded, but so far I got the same %^&%^@&% "iCloud Music Cannot be Enabled" message again just now. Apple really needs to fix the bugs in iOS 11, it's a frustrating product to work with and there seem to be no answers and no way to find out specifically what is wrong since this error message appears to be due to any of a number of things.
 
One day later, still cannot turn on iCloud Music library. Same error after full reset. iCloud running fine on other devices/Mac. There must be something that is confusing it about this iPad, does anyone have an idea I may have missed?
 
So in my next experiment - I just did a full reset, installed the iPad as a new iPad but on my iCloud/Apple ID. I stopped the Photo download/reconcile so downloading should be minimal. I then watched to see what happened with iCloud Music Library, which was ON when the 'new iPad' was set up. Voila - same error "iCloud Music Library cannot be enabled".

What could this possibly be?
