iCloud Music Library Can't Be Enabled

Everytime I go to turn on iCloud Music Library to get my library on my iPad, I get this error. I have looked up support articles but they're all from 2015 or earlier and none of the suggestions work. Anyone getting this error in 10.3.2?

I'm having the exact same issue on my 10.5 Pro. I've been trying since Wednesday and no change. I've tried every potential solution I could find on Google as well.
