I have more than 1.5TB free of iCloud space (because Apple doesn’t offer a 1TB tier) and wish I could use it for iCloud Music Library without paying more subscribe to Apple Music or iTunes Match - is there a way to do this?

This is one of my biggest gripes of iCloud. I should be able to store my music and/or video libraries with expectation that both Music and TV apps can play contents off of it.
iTunes Match should absolutely be included with a paid iCloud subscription, but each song should count toward the storage space (including those that are matched on iTunes).

No, and there won’t be. Both iCloud Music Library and iTunes Match attempt to match uploaded songs with existing songs on iTunes, and part of the money you pay for Apple Music or iTunes Match goes toward licensing matched songs for those who make use of it.
They could, ( I think that is possible on Google Drive ? ) but that is going to be awfully expensive in terms of Server Storage and bandwidth. I wish that too, just put all my movies and music on iCloud and I could access them on the go.
As @jonblatho noted, Part of what you get for your iTunes match or Apple Music subscription cost is the licensing for these songs to be played from the cloud. No regular cloud storage provider includes that, including Apple. Now you could go put the files that you have in a cloud storage somewhere, and play on device from the cloud, but you would have to provide your own player because the music app will not play from there. And it never will.
