Is there any way to make every song from my icloud music library available offline on an iPad. Everything is ok on my iPhone, but I need to make every album available offline on my iPad.
 
Yea, but it's not.

Last time I activated iCloud music library on my iPhone, every songs were downloaded on my device automatically for offline listening.

When I try the same thing on my iPad, everything "sync", but I can't listen to any song offline. And I have enough storage for my entire library.

May I suggest that you may have to manually download your library

I agree it is probably the best solution to fix my problem. Still, I hope Apple implement a better solution in a future upgrade.

There is an option in Settings > iTunes & App Store to toggle Music as Automatic downloads.

However I do not think that setting applies to Apple Music and iCloud Music Library.

I've been using Apple Music and iCloud Music Library since day one and not once have I had anything added into iTunes from my Mac get automatically downloaded for offline on my phone. My phone sees it available in the Library, but never automatically DL's for offline. I've always have had to manually (by tapping the cloud with the down arrow icon) Even on my iPad Pro. Two months owning, over 8000 songs in my Library, not a single automatic download. (It would be silly to have it automatically DL without user input, it would ruin anyone with a 16gb device)
