iCloud not backing up my photos

I don't know how long it has been like this but I have recently realised that the nightly automatic iCloud backup isn't backing up my iPhone photos.

My 200gb capacity is showing 99gb used- 87gb iPad backup and 4.9gb iPhone(which of course doesn't total 99gb but not bothered about that). The iPad and iPhone have very similar amounts of photos on them(approx 12000 photos).

I have iCloud photo library switched off. I have Photo Library ON in "Choose data to backup". I have done a manual iCloud backup three times today but the iPhone is still showing only 4.9gb used.

I think this has only recently started to happen as when I last looked a few weeks ago the iPhone was using around 50gb in iCloud.

Any help is greatly appreciated.

I'm not an expert on this but in my own case I have the iCloud Photos setting 'on' (to be clear, this is found by going in Settings, click on your name at the top, then 'iCloud', and then 'Photos' under 'Apps Using iCloud'.

I do not have the 'Upload to My Photo Stream' checked, but I do have 'Shared Albums' checked.

My photos are always backed up to iCloud and I've not ever had to do anything different with these settings.
 
Hello, different scenario to mine as I don’t use iCloud Photo Library but have them backed up with the nightly iCloud backup.
