iCloud not pushing

iCloud is a push system yes? I add a contact or calendar event on my 4S which pushes it it iCloud, and iCloud pushes it to the other devices. Correct?

Well, it doesn't seem to be working properly. Things get pushed to iCloud (I check by logging into iCloud) but even hours later I open Contacts/Calendar on another device and the event/contact isn't there, but after 10-20 seconds it appears. So it's acting more like a pull system.

Is this really how it's supposed to work or have I got it set up incorrectly? I've searched through all the settings but can't find anything obvious.

Any ideas?

I think it's not really a push 24/7 but rather a push when the device is unlocked.

I thought about that and tried it when the other device (iPad) was in use. Even then the update only happened after the relevant app was started. So it seems that iCloud only pushes when the target app is running, which isn't much use if you add a Calendar event with an Alert set

Yeah, I'm not impressed with Apple's push notifications. They simply cannot be relied upon as being prompt.
