If I save a document from TextEdit app on Mountain Lion to iCloud, can Pages on iOS open it? If not, are there any programs that can open the TextEdit document from iCloud?

You'd think... but no.

Documents in iCloud are App specific. So you can only open Page documents with Pages. At least we have that across platform now. As for text edit, I'm not aware of any iOS app that shares the textedit documents.
 
use Notes or open TextEdit docs on the Mac with Pages and then save to iCloud where they'll be available on iOS Pages. Or use another service i.e. dropbox.
TextEdit and Preview are two major wtf's when it comes to iCloud and iOS devices. Perhaps it's an iOS 6 thing but that's a few months away.

I'll probably use Notes. Would be nice if Pages could open or save to plain text in iCloud though
 
TextEdit says that it saves to iCloud, but there's no way to access those files from either iOS or from www.icloud.com.

Talk about an incredibly useful feature that's been crippled.

It does make one wonder, but as others mentioned, it's still accessible from another Mac, and iOS 6 will probably expand it to iOS devices.

The other benefit is a "backup" of sorts, in case your Mac gets destroyed, lost, or stolen.
