iCloud photo library and syncing (not all photos)

I seem to have an issue with iCloud photo in that on my iPhone I have 2,224 photos, on my iPad it shows I have 2,211 photos and on my Mac it shows I have 2,209 photos. For some reason all the photos on the iPhone are not getting sync'd to the other devices. On the bright side all my videos are sync'do across all devices properly!

Anyone know how I can resolve this issue?

It doesn't seem to work very well. But I'm sure Apple will fix it by April. They would never release buggy syncing software. For example, iTunes Match was flawless at launch, and still is.*

*Just kidding. Like iTunes Match, Photos will probably never work properly.
