Wondering if anyone else is having same issues using iOS 9, on iOS 8.4 my IPL was working perfectly. However after updating only my last 1000 photos were still showing from my 25,000 library. If I go to iCloud.com all my 25000 photos are there and new photos I continue taking on my iPhone 6+ keep uploading. However on my iPhone, it's stuck showing 1088 photos to upload and 24,000 photos to download and won't redownload my entire iCloud photo library to my device. I have tried resetting my phone, turning IPL off and back on, also did "reset all settings" but still no luck.

Should I restore to iOS 8.4 and then retry to download the iOS 9 beta?

I have not had any new photos show up on my ipad after updating it to iOS 9, my phone is still on 8.4.

No matter what I did I couldn't get my photo library to load, I reverted back to iOS 8.4 and overnight my entire library is showing perfectly again. I'm waiting until a more stable beta before I give iOS 9 another shot

I cannot get my iPhone on the public beta to sync with iphoto as well - photos download into iphoto, but then they don't come back - itunes (my computer is also on the El Capitan beta) gives me an error message stating that my iPhoto Library is unavailable. Very frustrating!

It took my iPhone a day or two to download my entire 40k library. After it finished downloading all the photos, it then started syncing photos I had taken.

it's weird though because I was getting no download or upload activity for 2 whole days on ios9 but as soon as I downgraded back to iOS 8.4 all my photos downloaded overnight using the same wifi connection
