Hello, I'm having a hard time understanding the behavior of iCloud Photo Library and my videos.... I've set on my Mac the option "Download and Keep Originals", so I have all my photos and videos available off line, things work just fine. Now on my iPhone 6 64GB I also set "Download and Keep Originals", but unlike the Mac only some of the pictures and some of the videos are fully download to my phone, no matter how long I leave it connected to a Wifi network the app will never download them all. Right now Photos app takes 20GB of storage and there is 34GB of free space on my phone, I've signed up for the 200GB data plan, and my photo library takes 40GB of total space, so I should be able to fit I'll my pictures and videos on my phone. Just can't understand the behavior.

I've got the same issue. I want my photos to be available when I'm offline, but that's not going to happen like this.

Looking on Google it appears that some people think that setting only keeps he originals of photos take on that device - but if that's the case the phrase "download and keep originals" isn't true.

You could try turning the feature off on your phone. It will ask if you would like to download and keep the originals. In that process you may get a copy of everything. Once complete, turn the feature back on and let it sync. Going forward you should be fine.

Option 2 (also do this after turning IPL back on): Set your lockscreen timeout to never, connect to power, open the photos app and click on photos at the bottom. Scroll all the way down to the current status. Whatever the reason, having this open will keep the flow of the photos from the server going. If you close the app it will sometimes go, sometimes stop. Keeping this screen open is your best shot at keeping the process going.
