I'm trying to set up an iCloud Photo Library, but after a few seconds I get this-

After this the bar doesn't move at all. I have enough storage and I don't know what's wrong!
Thanks for any help you can give!

When the bar is gray that means it is paused. Blue means updating. Usually it pauses when the photos app is open or for random other reasons. So close the photos app and give it some and don't bother it for a while. Check back after a few hours or so and see if it has moved

I left it like this overnight and nothing changed, but I had Photos running the whole time. After restarting the process, quitting Photos, and changing a setting on my other device it seems to be working... Thanks!
