I have been trying to update my iCloud Photo Library but its not updating.

I have been able to update since Sept 28 it states.

I have my iPhone 7 plus and iMac both set for iCloud photo library but there has been no movement on the updating from the Photos>Preferences>iCloud

If you want to force an iPhone to upload photos to iCloud Photo Library at full speed there is a solution, though it's quite inelegant:
  1. Connect to Wi-Fi
  2. Turn Auto Lock to Never
  3. Connect to power
  4. Leave the iPhone on the Settings > Photos & Camera pane with the screen on. You may want to turn down your screen brightness
Photos will start uploading at the maximum speed possible.

Once finished, remember to restore Auto Lock to your preferred time.

My problem is that in random intervals iCloud Photo Library on my iPhone decides that it reuploads ALL my photos and videos (5000+) after taking a new photo and this is very heavy on the battery too. The free space on my iCloud storage remains that same so I don't know what is it doing but my upload speed is maxed when checking the traffic analyzer in my router. So it definitely uploads but for what purposes is unknown to me. Perhaps some type of intergrity check? This pieace of crap iCloud Photo Library is so pissing me off now.
