I recently converted to iCloud photo library and on my iPad, I checked the "Download & Keep Originals". All of the photos thumbnails have been downloaded but when viewing the photos, they are low res. It's only after I enable wifi when I get the pie graph status download and the high res photo comes in.

Am I incorrect in assuming that it'd download ALL of the photos at once in high res at the get go? Does it only download and store permanently when I choose to view the photo? Is there any way to force it to download and store all of the photos at high res at once for offline use?

We might be talking about a few hundred photos in thousands?

Is the download and store option designed so that it downloads everything at once and stores it or do you actually have to touch and view the file to download?

I don't know, you'd have to ask Apple that, but I know that when using the "Optimize Storage" option, it downloads the full version if you zoom, edit, or share the photo in any way.
