iCloud Photo Library not downloading photos to new iPhone

So ive got the new iPhone X and I restored from a nightly iCloud backup. I have the right settings on my iPhone (iCloud Photo Library) checked but none of the photos in my iCloud library are being copied to my new phone.

Any ideas?

Plug your phone into power and keep it locked/idle. That should do it. Depending on the size of your library, this may take some time.

So, I’d left it a while plugged in and idle but nothing, I went through and toggled a load of settings off and back on, then eventually it started to work.
