iCloud Photo Library not syncing to Photos

Running a Mid 2012 Mac Mini with a DIY fusion drive. I updated to OS 10.10.3 beta today, and was very excited to have photos.

Back when iOS 8 came out, and when photos for iCloud.com was introduced, I migrated my iPhoto library of ~850 photos by hand in to iCloud.com. Overall I was pleased with how things worked, but Photos on 10.10.3 just doesn't seem to be working right.

For the record, I deleted my iPhoto library, so there was nothing for Photos to migrate, and I've got iCloud photo library turned on in Photos. Also, my photo library is stored on an external drive, but results don't seem to change no matter where the library is (I even tried totally creating a new one)

What happens is that Photos will import ~250 photos nearly instantly, then just sit there, not downloading the rest. Has anyone else encountered this yet?

I have 10,200 photos in my library, according to Aperture. I imported this library into the new Photos app, which also says I have 10,200 photos. So far so good.

But only 3,000 photos have been uploaded to iCloud (according to "Manage My Storage"), and a further 2,934 are currently being verrrrry slowly uploaded according to the Photos app. So there should be another 4000+ photos being uploaded, but apparently they're not. As far as I can tell, all my photos are in the app on my Mac, but the iCloud numbers don't seem to add up.

Basically it doesn't seem to work correctly. Reminds me a bit of iTunes Match. But maybe they'll fix it before public release.

And here I was with my high hopes - I figured based on how well it worked on iOS that we'd see similar results in OS X. I guess I was wrong.

They might fix it before the public release -- but that never happened with iTunes Match, which had similar bizarre syncing problems.

I've just checked iCloud.com and I have some photos from my iPhone there, that aren't syncing to my Mac. So add that to the list of sync errors.

Funny thing is, I never had beef with iTunes Match. Sure, it's not the fastest sync in the world, but it at least works.

at least with iCloud photos there's a way to delete the library and start again, if things don't work.

There's no such an option for iTunes match.

I tried deleting the library and starting again but ran into another problem. The 2000 photos I already uploaded are still in iCloud even though I deleted them and turned Photo Library off. They won't be deleted for 30 days apparently. So when I try to import from Aperture again, it begins downloading hundreds of duplicate photos from iCloud. I'd have to go through and manually delete 2000 duplicates.
