iCloud Photo Library over cellular

I'm curious; does anyone know if iOS 10 finally gives us the ability to sync iCloud Photo Library over cellular? This is something I've been wanting for some time but Apple refuses to make it possible.

There's a toggle under settings -> Cellular but I don't know if that will do the trick.

Nope. It still says WiFi Required
