I have iCloud Photo Library set to store originals on my Mac's Photos app.

I did a clean install of 10.11 and copied the iCloud Photo Library from my Time Machine backup (300 GB) before I launched Photos on 10.11. I assumed it would just download any photos taken since the backup. Now it appears to be trying to upload the entire 300 GB! All of these photos are already in iCloud. Did I do something wrong?

I am having the same issue. At first I thought that it was just comparing my library to the cloud version but it is definitely trying to reupload the whole thing. Please let me know if you figure out a way to avoid this. While my 100 gig library isn't as huge as yours I really would like to avoid leaving my computer running for a few days straight again.
