I turned "ON" my iCloud Photo Library on my iPhone and my Mac, also I turned "ON" the optimize option in both devices, and all my photos are uploaded perfectly to iCloud Photo Library but it seems that it also keeps the original copy in my devices I don't know why because I want to free up my storage spaces in my devices that's why I paid for iCloud storage and use the optimize option.

After that, by mistake I signed out from my iCloud account in my iPhone and then I resigned in again, then also I turned "ON" iCloud Photo Library again, unfortunately I noticed the photos start uploading again ! Why ?

So, my question, will my photos that uploaded from Iphone be removed from the iCloud if I singed out from my iCloud account in my iPhone?

Also, it is possible to sign out from iCloud accounts from all my devices and keep my photos in the iCloud Photo Library?

One more thing, what will happen if i turned off the iCloud Photo Library from my iPhone after uploading all my iPhone photos to iCloud ?

Update: after uploading all photos i noticed that my iphone and my mac both have same number of photos which it is 25,000 but there is too much photos are missing in iphone showing white blank square, in the other hand i checked iCloud.com i fouud there is 27,000 photos are uploaded !
I really got confused about the iCloud Photo Library.
How to get all devices mached with the same photos and synced with iCloud.com
