I am using iCloud Photo Library to sync my photos and videos between iPhone and iPad. When I play a video on my iPad that was captured on my iPhone, the video has to load before it plays, as shown by the spinning circle. It does this every time I play a video. Sometimes it takes 5 seconds for video to start playing. It seems as if the video streams from the cloud each time rather than downloading to the device. I have Optimize iPad Storage turned under Photos in Settings, but the message below that option says that "full-resolution photos and videos are automatically replaced with optimized versions" if your iPad is low on space. I have 230+ GB of space on my iPad, so I'm not sure why the videos are not being downloaded to my iPad. Has anyone else observed this?
 
Yes. I selected the option to download originals and now all of my videos play immediately at full resolution on my iPad.
