I'll try to keep this short. My boyfriend was in a location that did not have wifi or connectivity so when he came back, I got him setup on iCloud photo library. His computer started the upload just fine but gave an error and then later found out he ran out of iCloud space. Increased it and all went well. Turned it on, on the phone and it uploaded the photos there. It did give a warning that the photos that were synced via iTunes would be removed (that's fine).

Problem is, none of the photos that are in iCloud are syncing DOWN to the phone. They are on the computer and iPad correctly. However, signing out of, turning off iCloud does nothing. I even wiped the phone and restored, signed back in. Still will not download. It only has the past year of photos. Nothing else.

Am I missing something? I've never had this much trouble before. Typically this just works beautifully.
