iCloud Photos Data Usage

When you tap on a photo, or swipe through photos on iPhone, does it download the full size image from iCloud? Or does it only download the full size when you edit/export/etc? I'm quite concerned about this because my data allowance is quite limited.

There is a setting to optimize. If you optimize it won't download the full version unless you are editing it. At least that's the way it's suppose to work.

I think that selecting a photo as a favorite may also store a full sized version on the device. But Im not sure, some of the way it works is a mystery.
