My Mac's Photo app has stopped detecting new photos my iPhone has synced to iCloud.

It had been fine for a few years reliably downloading them and now has stopped. I scrolled back through a few months of previous photos and there were a few that hadn't downloaded for some reason (i.e. just a cloud icon) however they all automatically downloaded as I scrolled as if the link to iCloud is all ok. It doesn't suggest anywhere I am logged out.

I've tried rebooting.

I also logged into icloud via the web version and all recent photos uploaded by my phone show there so I'm confident my phone is syncing them correcting.

I have read a suggestion about disabling iCloud Photos in the settings of the Photo app on my Mac and then re-enabling it. I am a little worried about what nightmare this might unlock (i.e. it deciding to sync itself and delete all recent photos off the iCloud server as it doesn't have them locally or something else bad). Has anyone done this option and had it work as I would hope it would work (i.e. just download any missing photos and not mess with what is already in iCloud?).

Other option I have found is getting Photos to rebuild its library..
