iCloud photos not downloading to OSX photos app

Up until recently, all my photos were downloading to my photos app (in OSX 10.13.3). For the past few weeks, however, no new pictures are being downloaded. Details:

1) All photos show up in iCloud photos, and when I take a picture with my phone it appears in iCloud photos correctly.

2) I have checked, and "Download Originals to the Mac" is still turned on in OSX.

3) Photos are syncing correctly with other devices (photo taken on my iPad shows up in iCloud and on my iPhone, etc.)

I have about 25K photos total, so I'd hate to have to rebuild everything...

Any suggestions?
